City of Muncie and Delaware County Partner for East McGalliard Road Improvements

MUNCIE and DELAWARE COUNTY, IN—We are pleased to share that the Delaware County Highway Department and the City of Muncie Street Department are working together on a temporary paving project to improve East McGalliard Road. This project is a strong example of two local governments partnering for the benefit of the entire community.

McGalliard Road is one of the most heavily traveled corridors in our county, and its current surface conditions have created challenges for residents, commuters, and businesses alike. While a complete reconstruction of this roadway is already funded and scheduled for 2027, we also recognize that our citizens cannot wait that long for relief. That is why we are moving forward with this temporary overlay project now.

The work will begin with milling down the roughest sections, followed by patching where needed, and then applying a new overlay surface. Construction will take place in sections to keep traffic moving as best as possible, with closures only where absolutely necessary.

  • The project on the eastbound lane between Dalinda and Shirey will begin October 1. This portion will only affect the right-hand lane, as the shade from the woods in this area causes accelerated deterioration.
  • The project on the two westbound lanes between Shirey and Elgin is expected to begin the week of October 13. Milling is expected to take approximately three days, followed closely by paving.

Both eastbound and westbound lanes will be addressed in stages, with cooperation between city and county crews ensuring that equipment, trucks, and manpower are used efficiently.

We want to be transparent with our citizens: this overlay is a temporary fix, not a permanent solution. However, it will greatly improve driving conditions until the full-depth reconstruction takes place in 2027. We appreciate your patience during construction and your understanding as we work to balance immediate needs with long-term investments.

We are grateful, as representatives of the City of Muncie and Delaware County, to partner on important projects such as this. When local governments set aside boundaries and work together, our residents see the results. This project demonstrates what partnership can achieve, and it lays the foundation for continued collaboration to strengthen our roads and infrastructure.
