MUNCIE, IN — The City of Muncie, in collaboration with Indiana American Water, is announcing a series of changes to the rules and operations at Prairie Creek Reservoir Park. These changes are being implemented to ensure long-term water quality and environmental sustainability of this vital resource, which serves as a source of drinking water for our community.
Several decades ago, the City of Muncie expanded the use of certain areas of Prairie Creek Reservoir Park, specifically its campground and trail systems, beyond the provisions outlined in the original lease agreement. No new changes have been made since 2020 however, Indiana American Water is now requiring updates and with their collaboration we are working to rectify these concerns.
At its most recent meeting, July 15th, 2025 the Muncie Parks Board approved the following operational changes:
- Horse and ATV Trail Closures (Effective August 1, 2025)
The west section of the lake, including Indian Hill, equestrian trails, and ATV trails, will be closed to the public. - Horses (Effective August 1, 2025)
Horses and Horse Trailers are no longer permitted in the park.
- Transfer Policy Changes
Transfers of campsites and dock spaces will no longer be allowed. - Lottery Suspension
The lottery system for the 2026 season will be suspended until further notice.
These rule changes at Prairie Creek regarding dock transfer and the lottery system are intended to help preserve the reservoir’s long-term health and sustainability. These updates are designed to limit any increase in the number of docks, thereby helping to control overall dock usage and reduce potential impacts on water quality. By proactively managing growth, the City aims to protect this vital water resource for current and future users.
We appreciate the public’s understanding and cooperation as we work with Indiana American Water, to ensure the reservoir remains a clean and safe resource for generations to come. The City of Muncie continues to be committed to working with stakeholders to move the future of the park in a direction that will benefit both water quality and recreational activities.
