INDIANAPOLIS, IN—Kimberly S. Dowling, Judge, Delaware Circuit Court 2, is the 2023 winner of the annual Excellence in Public Information and Education Award.  The award is bestowed by the Indiana Judges Association for fostering positive community information and education about the law.

Dowling was nominated by her fellow judges for her work in educating the public about child victims of human trafficking and how to identify those children.  Dowling has educated law enforcement, probation officers, civic groups, teachers, physicians, nurses, counselors and others about the dangers of trafficking and red flags we can use to stop it.

Dowling has spoken at many state and national conferences to those working in the juvenile justice system to address the tragedy of trafficking our children. “It is crucial to educate everyone about this horrible problem. Our children are being sold into the sex industry.  We need all those who work with children to be aware of the warning signs so we can intervene as early as possible,” said Dowling.
